To thoroughly implement the Healthy China strategy and fulfill the requirements for developing the primary healthcare service system during the 15th Five-Year Plan period, the Implementation Plan for the Medical and Health Strengthening Primary-Level Infrastructure Project (Guo Han [2025] No. 85) explicitly states that priority should be given to primary-level healthcare, with efforts focused on strengthening grassroots capacity, consolidating foundations, and safeguarding basic services; reinforcing the primary-level service network; improving basic service conditions; optimizing the provision of essential services; accelerating the transition from a disease treatment-centered approach to a people-centered health approach; and continuously enhancing the public's sense of health-related fulfillment, well-being, and security. In 2025, the state has coordinated support of approximately RMB 8.8 billion[1], with investment continuing to increase in 2026, all of which will be used to support the development of the strengthening primary-level infrastructure project. Recently, CareRay Medical Energy Technology (Zhejiang) Co., Ltd., together with the Suzhou Institute of Advanced Technology of the Chinese Academy of Sciences, entered into a dedicated strategic cooperation agreement on strengthening primary healthcare with the Health Commission of a county in Hubei Province. Adhering to the principles of "complementary strengths, coordinated linkage, and win-win cooperation," the parties will jointly advance the targeted planning, scientific application, and high-quality implementation of the county's medical and health strengthening primary-level infrastructure project. Focusing on initiatives including capacity expansion of the county-level resource-sharing center, strengthening of underdeveloped disciplines, capacity enhancement of township health centers, and reinforcement of the village-level service network, the cooperation will promote higher standards and expanded capacity, as well as improved quality and efficiency, across the county's healthcare service system, effectively enhancing grassroots residents' access to health services. Since the beginning of this year, CareRay Medical Energy, together with the Suzhou Institute of Advanced Technology of the Chinese Academy of Sciences, has advanced cooperation with county-level competent authorities in Hebei, Shanxi, Hubei, Hunan, Anhui, Yunnan, Guangxi, Xinjiang, and other regions.
